Well, it was Fabrizio Romano who first claimed that Chelsea are about to open talks with Manchester City over a move for the England Under-21 international.
Now, the Telegraph have provided further details.
It is said that Pochettino has already signed off the move, and Chelsea are hopeful of agreeing a deal with Manchester City in the next few days.
Joe Shields, who works as Co-Director of Recruitment and Talent at Stamford Bridge, is said to be driving the interest in Palmer, having once worked in the academy ranks at the Etihad Stadium.
Palmer opened the scoring against Arsenal in the FA Community Shield with a brilliant curled effort, before netting a fantastic header in the UEFA Super Cup win over Sevilla.
