But he will not come cheap, as reports on the Daily Express website has claimed that Chelsea will have to pay Inter Milan a massive £105 million to secure a transfer deal.
The reports also says Inter have faced financial issues of late and the owners Suning have put the club up for sale.
Chelsea wanted to re-sign Lukaku in 2017 when they were managed by the now Inter boss Antonio Conte, But United snuck in at the last minute to seal a deal for the striker.

Blues could agree swap deal to sign Sevilla key man
Chelsea are reportedly willing to involve Hakim Ziyech in a player-plus-cash deal to secure services of Sevilla centre-back Jules Kounde.
Thomas Tuchel is keen to recruit a new defender to pair him with Thiago Silva this summer and has identified the 22-year-old Sevilla man as a top transfer target.
According to Spanish news outlet AS, the West London club are not prepared to meet Kounde’s £69m asking price, however, are considering using Ziyech as part of a deal to lure him away from Ramón Sánchez Pizjuán Stadium.
Ziyech only moved to Stamford Bridge last summer from Dutch giants, Ajax for around £37.8m, however he has failed to live up to expectations and struggles to cement regular first-team spot under Thomas Tuchel.
The 28-year-old, who has managed to found back of the net four times and provided four assists in 29 games, is one of six players that the Blues could use to tempt Sevilla to part ways with their star centre-back.
Kounde, who has previously been rumoured with a move to Real Madrid, Man Utd and Man City has made 41 appearances in all competitions so far this term and has kept 14 clean sheets in La Liga, the joint-most in the division.
AC Milan join race for Chelsea striker Tammy Abraham
Italian side AC Milan aren’t only interested in signing Chelsea defender Fikayo Tomori this summer.
According to Standard Sport, AC Milan are ready to rival West Ham and Aston Villa for Chelsea striker Tammy Abraham.
The report claims Chelsea will demand £40million for Abraham if he leaves Stamford Bridge this summer, with Thomas Tuchel hoping to replace the 23 year old striker with Romelu Lukaku, Erling Haaland or Sergio Aguero.
Abraham has fallen down the pecking order under Tuchel but still remains Chelsea’s top goalscorer this season.
