According to Romano, Saul would join Chelsea on loan with the Blues paying a loan fee of €5million.
The Blues have also agreed personal terms with Saul and the Spanish midfielder is heading to London to sign the contract.
Jules Kounde has been linked with a move to Chelsea all summer, but it seems the deal may not go through until January.
