According to Sky Sports Italy, the Roma board have decided the Turkey international is expendable and will listen to offers in the region of £21million.
Serie A club Roma are reportedly prepared to offload Cengiz Under in the upcoming transfer window.
Cengiz Under joined Roma from Turkish side Basaksehir in 2017 for £10million and has since scored 17 goals and provided 12 assists in 85 appearances.
The Blues were previously interested in signing the 22 year old winger in the past as a replacement for Eden Hazard and this could just for the perfect opportunity for the club to sign the winger.
Premier League trio Arsenal, Tottenham and Everton have been linked, with Bayer Leverkusen, AC Milan, and Napoli also thought to be interested.
