According to A Bola, Chelsea believes that a first-round offer of £38.6 million plus £4.2 million in add-ons will be enough to persuade Sporting to allow the player to depart.
In this summer’s transfer window, the Blues have concentrated their efforts on trying to rebuild their shattered defense.
However, the Blues have made a proposal of £42.8 million for Nunes while they argue over the cost of Matthijs De Ligt and Jules Kounde.
In 33 league games last season, Nunes, a box-to-box midfielder for Sporting, who finished second to Porto, notched three goals and two assists.
The Brazilian-born 23-year-old has earned eight caps for Portugal’s national team.
